Do You Need a Permit for a Dumpster in Murfreesboro?

Updated 2026-10 · Murfreesboro, TN

A two-story house at the end of a long paver driveway

The short answer

On your own driveway or yard, inside the property line, a dumpster generally needs no permit from the City of Murfreesboro. Once any part of it would sit in the street, on the sidewalk, in the strip between the sidewalk and the curb, or in a drainage easement, it is in territory the city controls, and you should check with the city before it is placed. Separately, if you live in a subdivision with a homeowners association, the HOA may have rules of its own that apply even on your driveway.

How the city handles the right-of-way

The City of Murfreesboro runs work in its right-of-way through a permit administered by the Engineering Department at City Hall, 111 West Vine Street. Applications go through the city's online project portal. The city's 2026 instructions set the permit fee at $50 per street, and the fee doubles if work starts in the right-of-way before the permit is applied for. On a state route, a TDOT permit is needed as well as the city's.

The city's published examples of right-of-way work are things like driveway widening, utility connections and sidewalks. They do not name dumpsters specifically. That is why the honest advice is to ask rather than assume: call or email the Engineering Department, say you want a roll-off container in the street at your address for a set number of days, and ask whether a permit is needed and what placement rules apply. Ask the dumpster company too; some have done it often enough to know the answer for your street.

This page is general information, not a determination by the city, and Boro Dumpster Rental is not the company placing the container. Confirm the answer for your address with the Engineering Department before delivery.

Where a street placement usually goes wrong

Wherever a container sits on a public street, the same practical problems come up: blocking a fire hydrant, covering a storm drain inlet, sitting too close to an intersection or a neighbour's driveway, or leaving too little room for traffic on a narrow street. Several of Murfreesboro's older streets downtown and around MTSU are narrow with parking on both sides, and that is exactly where these problems are most likely. If your street is tight, a smaller container that fits on the driveway is often less trouble than a larger one in the road.

HOA rules are a separate question

Most of the subdivisions built around Murfreesboro since the 1990s, in Blackman, south toward Rockvale and out along the newer corridors, have a homeowners association with recorded covenants. Container rules are common. The ones that come up most often:

  • Notice to or approval from the HOA before a container is delivered
  • A limit on how many days a container can stay in view
  • A requirement that it sit on the driveway, never the street or lawn
  • Restrictions on when trucks may deliver or collect

The HOA cannot override the city on public streets, but it can fine you for breaking the covenants on your own lot. Your covenants are recorded with the property; the management company can tell you what applies. Ten minutes of checking beats a violation letter in the middle of a remodel.

Outside city limits

Parts of Rutherford County that people call Murfreesboro, including parts of Rockvale, Christiana and Lascassas, are outside the city. A container on a county road is a county question, not the City of Murfreesboro's, and Smyrna, La Vergne, Brentwood and Nolensville each set their own rules. If you are not sure whether your address is inside the city, the property tax bill or the city's online maps will tell you.

Not sure whether your placement needs a permit? Send the address and where you want the container, and the dumpster company can tell you what they normally do on your street.

Common questions

Who gets the permit, me or the dumpster company?

It depends on the company. Some handle street placements themselves; some leave it to the customer. Ask when you book, and do not assume it is done.

How long does a right-of-way permit take?

The city does not publish a standard turnaround for container placements. Allow several business days and ask the Engineering Department when you apply.

Can the city remove a dumpster without a permit?

A container placed in the right-of-way without the city's sign-off can draw enforcement, and the city's permit fee doubles if work starts first. Checking beforehand is cheaper.

Does my HOA need to approve a dumpster on my driveway?

Only if your covenants say so. Many do. Check before delivery.
